You can use it when 16 in a stat. Then take 2 ASI and get to 21. Even if you use it right way. I have seen that there is another why to get a +1Charisma from Volo's Ersatz Eye. I don't think this is a thing in the full game. The eye did something different for me both times i used it so far.

Stats only give you a benefit if the number is even. 17 is +3 and 18 is +4 for example. 8 and 9 are both -1. There's a hat later on that boosts charisma by 2, so you can get it to 22 if you use the hair for this. Its definitely worth it to have your caster stat at 20, little else you get at level up will compare in terms out power output.
